RULES OF RAILWAY TRANSPORT IN ROMANIA

    EXCERPTS
   23.1. In order to travel in a 1st class or 2nd class car, each passenger should have, on his/her arrival at the passenger train, the relevant valid train ticket corresponding to the 1st or 2nd class fare and for higher rank trains they should be in possession of a train supplement corresponding to the tariff for the 1st class or 2nd class of the respective train type where the 1st or 2nd class car is attached, which tickets are to be issued for the requested distance. For higher rank trains where seats may be booked the tariff for such seat reservation voucher is to be additionally paid.
     23.2. In order to travel on a Standard Class or Exclusive Class Business car, each passenger should be in the possession of a valid ticket for passenger trains corresponding to the 1st class fare, a train supplement corresponding to the 1st class tariff for the rank of the train in whose composition the Business car is found and a seat reservation voucher corresponding to the Standard or Exclusive class the respective travel is requested for.
 
    23.3. In order to travel on a couchette car, each passenger should have, apart from the ticket for passenger train, a supplement corresponding to the rank of such train in whose composition the couchette car is found and a 4-bed or 6-bed couchette supplement – subject to the number of places in the couchette. The valid ticket for passenger train and the train supplement shall be issued for the 2nd class for the requested distance.
     23.4. In order to travel on a sleeping car, each passenger should have, apart from the valid ticket for passenger train for the 1st class tariff, a train supplement corresponding to the 1st class tariff for the rank of such train in whose composition the sleeping car is found and a bed supplement subject to the passenger’s request, in a 2-bed or 3-bed berth.
     23.5. In order to travel on a sleeping car in single condition – single in berth, each passenger should have, apart from the valid ticket for passenger train, a train supplement corresponding to the rank of such train in whose composition the sleeping car is found and a single berth supplement. The valid ticket for passenger train and the train supplement shall be issued for the 1st class and the requested distance.
 
27.1. The partial refund, in case a train circulation is suspended, if not known prior to the departure from the departure station and in case the passenger does not return to that station, shall be made by the cashier on duty in the railway station on the route where such travel interruption occurred. Such refund of the value for the route being not covered shall be made immediately after the applicant presented to the booking office the respective train ticket, within no longer than one hour from the arrival of the train on which the passenger arrived. The cashier shall retain the respective ticket after having previously affixed on it, through the passenger station master or his replacement, the visa of partial non-utilization due to traffic suspension, in compliance with the provisions in force, while this partial refund is to be made under the terms that are provided by the Norms in force.
 27.2. In the case of tickets that are electronically issued for travels that are to be made with several trains (tickets with appendices) when partially refunding the value of the route that remained not covered, for higher rank trains on the route that remained not covered, the cashier of the railway station on the route shall compulsorily operate in the system the procedure to make free the respective seats for each train in part.
 27.3. If the passenger agrees to return by a first train to the departure station, irrespective of the train rank, the passenger station master in the railway station of interruption or his replacement shall affix on the ticket the visa of partial non-utilization due to traffic suspension, in compliance with the provisions in force. This visa shall entitle to the return trip, free of any charge, to the departure station as well as to the partial refund for the route that remained not covered. The partial refund shall be made by the cashier on duty in the departure station under the terms stated by the Norms in force.
 27.4. In order to make seat reservations on higher rank trains a cardboard or electronic type free ticket shall be issued for the reason of „Disposition”.
 27.5. The passenger shall have to appear at the departure station for such partial refund due to traffic suspension, within no longer than 3 days from his/her arrival.
 28.1. The trip postponement may be requested for any other train departing in the respective direction, until the next day at the latest, with the same train the ticket was issued for.
 28.2. Further to the passenger’s request, such trip postponement shall be approved until the fifth day, at 24:00 hours, at the latest, by the passenger station master, his replacement of the head of the railway travel agency where such trip postponement is requested. The visa for the trip postponement may be affixed by :
- any railway station or railway travel agency, prior to the train departure hour from the departure station as stated on the ticket, for which the train ticket was issued;
- the railway station where the passenger got on the train as stated on the ticket until maximum one hour after the departure of the train the ticket was issued for.
 28.3. Trip postponement in case of tickets that are valid for a given period of time (return ticket, group ticket etc.) may be provided, without any approval, for any train that leaves during such period of validity, at the latest on the last day of validity. Such period of validity of these tickets shall be extended through the trip postponement.
 28.4. In the case of a trip by a train of the same rank or a train of a lower rank with reservation conditions the tariff of the reservation voucher shall be paid, without returning the fare differences for the trip on a lower rank train. In case the trip is continued by a higher rank train, the passenger shall pay the fare differences.
 28.5. The visa for trip postponement, affixed in compliance with the provisions in force, shall not cancel the right of breaking the journey awarded by the respective ticket.
 28.6. .(1) When affixing the visa of postponement, in case of tickets that are issued for trains with reservation, it is mandatory to make free the seat/seats according to the dispositions in force. In the case of tickets that are issued electronically for several trains (with appendices) it is mandatory to make free the seats for all higher rank trains that were issued for the relevant connections (in the appendices). All such tickets for seat free release, issued in such cases, shall be registered in the log for the amendment of the transport contract (affixing the postponement, anticipation, non-utilization, breaking visa) and shall be attached to the Daily Account of the shift on duty.
(2) if such procedures to make free the seats may not be performed in the system (situations of out of order in the electronic seat reservation system, units that manually issue tickets or during the period of daily saving between 01:30 – 02:30 hours), the affixing of the postponement visa may only be performed by the railway stations based on the relevant approval and after sending such seats to OCESEE.
(3) OCESEE may dispose, in certain cases, that making free the seats in the system be performed by other units by sending the necessary data or by the unit whose system is not in operation after recovering operation or after the saving hour.
(4) In all the cases, when affixing the postponement visa, the serial number in the log for the amendment of the transport contract shall be registered on the ticket back and then this is to be encircled not to be mistaken with the train number or the trip postponement date.
 Giving up the trip
 29.1. The passenger having obtained a valid ticket for a given train, in case he/she cannot leave by the respective train or he/she gives up the said trip, irrespective of the reasons, may ask for fare refund. Such giving up to the respective trip imposes to compulsorily submit the ticket within the stated terms at the station of departure (getting on the train) registered on the ticket to the passenger station master or his replacement in order to affix the non-utilization visa.
 29.2. (1) The non-utilization visa may be affixed:
- by any railway station or railway travel agency, prior to the hour of the train departure from the departure station registered on the ticket for which such ticket was issued;
- by the railway station where the passenger got on the train as registered on the ticket within maximum one hour from the departure of the train it was issued for.
 29.3. The non-utilization visa shall be affixed in compliance with the provisions in force.
 29.4. Fare refunding shall be made in compliance with the Norms in force.
 
31.5. The fare represents the ticket price and is printed on the fixed price tickets or registered by the issuer at the time of issue, for variable price tickets. On the tickets whose price is printed, in case a fare change occurs later on, the issuer should change the printed price, cancelling it by one line at the time of ticket issue and writing down the relevant real price that is cashed. It is not to be admitted more than one price change on tickets provided with a printed price.
31.6. The dates referring to validity shall be marked by the cashier prior to the trip commencement, at the time of ticket issue or endorsement. This is achieved by means of dating, endorsement with the right-angle date stamp or by registering the dates of validity at the time of issue.
 
39.1. Tickets may be obtained from :
a) railway travel agencies of CFR, 30 days in advance for electronic issue, including for the return trip, 60 days in advance for organized groups with at least 30 persons for domestic traffic and 90 days in advance for international traffic. When calculating the advance term the day of train departure shall be included;
 
b) the cashier’s offices in the railway stations that are provided with electronic issue, 30 days in advance for domestic traffic, including for the return trip, 60 days in advance for organized groups with at least 30 persons for domestic trips, 90 days in advance for international traffic and until no later than 3 – 5 minutes prior to train departure. The railway stations provided with manual issue may sell and endorse tickets 10 days in advance (including the day of train departure), such advanced sale taking place only during business days within 7:30-20:30 hours, getting the respective seat by a phone order at OCESEE;
 
 c) train crew:
 c.1. at a cashier’s office fare, when passengers get on the train at stop points where there is no possibility to buy them from the authorized staff, or get on the train at stop points that are serviced by authorized staff (authorized distributor of CFR Calatori, post office  etc.) which does not have such an issue office at the stop point, provided they are requested immediately after getting on the train, otherwise the on-train fare payment is to be applied. The train crew may also issue tickets for a cashier’s office fare in case  the sale of tickets is suspended for a limited period (due to vacation or sick leave of the ticket seller etc.) or the authorized staff does not issue tickets for all the trains on timetable, which situations are announced by cable and advertisements to be displayed at   the stop points. No tickets to be valid for a given period of time (VSD book, subscriptions, return tickets etc.) shall be issued on the train, the train supplements being issued only for the current train;
 c.2. at on-train fare, if, irrespective of the reasons, the passenger has not procured a ticket from the railway staff issuing tickets at the railway travel agencies, railway stations or  traffic and / or commercial stops. The on-rain fare is higher than the cashier’s office fare;
 d) authorized agents of CFR Calatori. In the stops to be serviced by authorized agents tickets shall be issued for the mostly demanded relations – distances of maximum 160 km, while, in case of need, for longer trips, tickets are to be procured, further on, from any of the railway stations on the route. In case of direct passenger trains servicing transport relations that are longer than 160 km, for the passengers getting on the train at the stop points that are serviced by authorized agents, the train crew shall issue tickets at the cashier’s office fare, in accordance with the provisions in force.
 d.1. For the passengers that get on the train from stop points that are serviced by  authorized agents and are entitled to free railway travel, the free travel tickets shall be endorsed and issued, respectively by the train crew, in compliance with the rules in force.
 e) the sleeping car / couchette attendant, after stopping the sale for sleeping cars and couchettes (60 minutes prior to the train departure from the forwarding station), at the same fare as at the cashier’s offices, within the limitation of the seats that remained free in the car diagram.
 39.2. On the trains that have a reservation regime, during the day when data savings are performed from the central reservation server, namely the interval 1:30-2:30 hours, no tickets are issued, as a rule. In extraordinary cases, the railway stations may issue, for the trains on schedule in the current day whose hours of departure from such stations are included in the stated interval, tickets with a supplement that corresponds to the train rank, without a seat reservation. The passengers shall be announced that they are to travel without any seat reservation.
The passenger shall undertake, when procuring the ticket, to check on the spot whether the ticket complies with his/her request. Any claim shall be immediately addressed to the passenger station master or the railway travel agency, otherwise no claims shall be admissible for any irregularities as against the passenger’s request and the mentions printed on the respective ticket.
