RECRUITING ANNOUNCEMENT FOR A POSITION OF MEMBER IN THE MANAGEMENT BOARD OF THE NATIONAL COMPANY FOR PASSENGER RAILWAY TRANSPORT \u201cCFR C\u0102L\u0102TORI\u201d-S.A.<\/strong><\/p>\n

The Ministry of Transport and Infrastructure <\/strong>and its\u2019 recruiting expert S.C. Pluri Consultants Rom\u00e2nia S.R.L. <\/strong>would like to announce the start of the candidate recruiting and selection procedure, for nomination, in view of the members\u2019 designation for the Management Board of the National Company for Passenger Railway Transport \u201cCFR C\u0103l\u0103tori\u201d-S.A. <\/strong>The purpose of the recruiting and selection process is to identify, recruit and select the most suitable 7 candidates for occupying member positions in the Management Board of the National Company for Passenger Railway Transport \u201cCFR C\u0103l\u0103tori\u201d-S.A. This recruiting and selection process takes place according to the provisions of O.U.G. no. 109\/2011 regarding the corporate governance of the public undertakings<\/em><\/strong>, approved through Law no. 111\/2016 and H.G. no. 722\/2016 regarding the approval of the methodological application norms for some of the provisions of the O.U.G. no. 109\/2016 regarding the corporate governance of the public undertakings, with further amendments, as well as of Regulation (EU) no. 2016\/679 regarding the protection of natural persons with regard to the processing of personal data.<\/strong><\/p>\n

1. THE RECRUITING AND SELECTION PROCESS<\/strong><\/p>\n

The recruiting and selection process of the candidates for the 7 member positions in the Management Board currently in recruitment has the following phases:<\/p>\n\n\n\n\n\n\n\n\n
<\/td>\nPHASE<\/strong><\/td>\nEstimated DURATION<\/strong><\/td>\nPROCESS<\/strong><\/td>\nRESULT<\/strong><\/td>\n<\/tr>\n
1.<\/td>\nsubmission of applications<\/td>\n30 days from the publication of the announcement<\/td>\nThe candidates submit the documents requested in the application dossiers, both in physical and electronic formats.<\/td>\nApplications submitted<\/td>\n<\/tr>\n
2.<\/td>\nEvaluation of applications<\/td>\n3 days from the expiry of the recruiting announcement<\/td>\nWe analyse the necessary documents for the submission of applications.<\/td>\nLong list<\/td>\n<\/tr>\n
3.<\/td>\nInitial selection<\/td>\n5 days from the drafting of the long list<\/td>\nThe degree in which the requirements and competencies stipulated in the description of the candidate we seek are fulfilled, shall be evaluated.<\/td>\nShort list<\/td>\n<\/tr>\n
4.<\/td>\nSubmitting of the declaration of intent<\/td>\n15 days from the drafting of the short list<\/td>\nThe candidates on the short list shall have 15 days in order to draft and submit the declaration of intent<\/td>\nDeclaration of intent submitted<\/td>\n<\/tr>\n
5.<\/td>\nFinal selection<\/td>\n3-5 days from the finalization of the initial selection phase<\/td>\nDuring this phase, we evaluate the candidates\u2019 competencies and features, based both on the final interview and the declaration of intent. In the end, the ranked list of the candidates shall be drafted, from which the nomination proposals shall be made. The candidates proposed and accepted for nomination shall sign the mandate contract.<\/td>\nNomination proposals<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

All the phases are eliminatory.<\/p>\n

The candidates shall be operatively and transparently informed, by telephone and e-mail, regarding the eventual changes performed in the deployment plan of these phases, as well as regarding the results obtained by each of them during each phase of this process.<\/p>\n

2.<\/strong>CONDITIONS FOR PARTICIPATION<\/strong><\/p>\n

The candidates we wish to identify during the selection process for nomination in view of the members\u2019 designation for the Management Board of the NATIONAL COMPANY FOR PASSENGER RAILWAY TRANSPORT \u201cCFR C\u0102L\u0102TORI\u201d-S.A.<\/strong>, must cumulatively meet the following requirements:<\/p>\n

I. <\/strong>Common eligibility criteria for all administrator positions:<\/strong><\/p>\n

    \n
  1. Must have Romanian citizenship or citizenship of other European Union Member States, under the condition of having residence in Romania;<\/li>\n
  2. Must not be in a conflict of interests which would make them incompatible with exercising the position of administrator in the company\u2019s Management Board for which they applied;<\/li>\n
  3. Must not be in any of the situations listed in Article 30, paragraph 9, as well as in Article 39, paragraph 7, of O.U.G. 109\/2011;<\/li>\n
  4. Must not have been condemned definitively by decision of court for committing crimes against humanity, against the state or against authority, corruption of service crimes, crimes against the application of justice, crimes of forgery, crimes against patrimony, for crimes listed in Law no. 656\/2002 regarding the prevention and punishment for money laundry, as well as the enforcement of measures for preventing and fighting against terrorism financing, with further amendments, or for crimes listed in Law no. 85\/2014 regarding the procedures undertaken with intent which would make the candidate incompatible with the exercise of the position;<\/li>\n
  5. Must not have performed political police, as defined by law;<\/li>\n
  6. Must have full exercise capacity;<\/li>\n
  7. Must be medically fit;<\/li>\n
  8. Must meet the criteria required by O.U.G. no. 109\/2011 regarding the corporate governance of public undertakings, approved with amendments through Law no. 111\/2016 and H.G. no. 722\/2016;<\/li>\n
  9. Must not exercise simultaneously more than 3 administrator and\/or member in the supervisory board mandates, in public companies or undertakings, according to Article 33 of O.U.G. no. 109\/2011;<\/li>\n
  10. There cannot be more than 2 members from the public servants or other staff categories of the tutelary public authority, or from other public authorities or institutions.<\/li>\n
  11. Persons which are incompatible according to Article 7, paragraph (7), of Law. no. 202\/2016 regarding the integration of the Romanian railway system in the single European railway area, cannot be administrators.<\/li>\n<\/ol>\n

    II.<\/strong>Specific eligibility criteria<\/strong><\/p>\n

    A. <\/strong>For the administrator positions with qualifications other than economic or judicial<\/strong><\/p>\n

      \n
    1. Must have at least 5 years in the field of work;<\/li>\n
    2. Must have at least 5 years of experience in administration, leadership, management or coordination in public or private entities;<\/li>\n
    3. Must have at least 5 previous years of experience in management, administration, control or regulation in entities from the main activity area of the undertaking;<\/li>\n
    4. Must be graduates of upper study programs (ISCED 6 equivalent), finalized with diploma, in an upper educational institution;<\/li>\n<\/ol>\n

      B.<\/strong>For the administrator positions with economic or judicial qualifications <\/strong><\/p>\n

        \n
      1. Must have at least 5 years in the field of work;<\/li>\n
      2. Must have at least 5 years in the field of work and at least 5 years of professional experience specific to the field of the graduated economic or judicial studies;<\/li>\n
      3. Must have at least 5 years of experience in administration, leadership, management or coordination in public or private entities;<\/li>\n
      4. According to the provisions of Article 65, paragraph (3) of Law no. 162\/2017, at least one member of the audit committee must have competencies in accountancy and statutory audit, verified through qualification documents for the respective fields.<\/li>\n<\/ol>\n

        3.<\/strong>SUBMITION OF THE APPLICATIONS<\/strong><\/p>\n

        The applications shall be submitted until the 29th of September 2022 at the latest, on paper support, in a closed and sealed envelope, on which the following text shall be mentioned: \u201eApplication for the Management Board of the NATIONAL COMPANY FOR RAILWAY PASSENGER TRANSPORT \u201eCFR C\u0102L\u0102TORI\u201d-S.A. \/ Surname and first name of the candidate\u201d, at the headquarters of S.C. Pluri Consultants Rom\u00e2nia S.R.L., situated on 164A Barbu V\u0103c\u0103rescu street, CARO Hotel, zip code 020285, District 2, Bucharest. The application must be also sent in electronic format at the 109@pluri.ro<\/a> e-mail address. The applications on paper support can be submitted in person or can be sent by mail or courier at the above mentioned address. The application submission e-mail messages, as well as the annexed documents, shall have to include mandatory the surname and first name of the candidate, as well as the name of the undertaking (ex. \u201eMB Application CFR CALATORI Surname_First Name\u201d, namely \u201eCV Surname_First Name CFR CALATORI\u201d).<\/p>\n
