PNRR: Funds for a Modern and Reformed Romania!

As a beneficiary, the National Company for Passenger Railway Transport “CFR Călători”-S.A. has signed the financing contract for the following investment project: “Modernization of 55 electric locomotives for hauling passenger trains, conversion of 20 diesel-hydraulic shunting locomotives in battery-electric locomotives and modernization of 139 passenger coaches”.

The financing contract no. 45/13.12.2023 is part of the National Plan for Recovery and Resilience (PNRR), Pylon 1 – Transition Towards a Green Economy, Component C4. Sustainable Transport, Investment I2 – Railway Rolling Stock, and provides financing for the following investment project: “Modernization of 55 electric locomotives for hauling passenger trains, conversion of 20 diesel-hydraulic shunting locomotives in battery-electric locomotives and modernization of 139 passenger coaches”.

The general objective of PNRR is the development of Romania by implementing essential projects, which support resilience, readiness for crisis, adaptability and growth potential, by means of major reforms and key investments, with funding from the Recovery and Resilience Mechanism. The general objective of the “I2 – Rolling Stock Investment” set of projects is improving passenger services, reducing waiting time in stations, implementing attractive train timetables, ensuring adequate programs and funding for the maintenance of railway rolling stock, as well as integration with other modes of transport on an urban/regional level, with a direct and immediate impact on travel time and/or passenger safety and comfort.

The envisioned objectives which are to be achieved by making investments in railway rolling stock are the following:

  • Improving passenger services;
  • Modernizing existing rolling stock, which shall include zero greenhouse gas emissions, on the national railway network;
  • Reducing adverse environmental effects;
  • Safe movement of persons and goods;

The specific objective of PNRR is also correlated to the one of the mechanism, which has been detailed in the Regulation, namely to attract funding made available by the European Union, by NextGenerationEU, in order to reach reforms and investments milestones and targets.

The general objective of the project is the modernization of 55 electric locomotives for hauling passenger trains, conversion of 20 diesel-hydraulic shunting locomotives in battery-electric locomotives and modernization of 139 passenger coaches, which will lead to an increase in mobility around the country’s great social-economic centers, in service quality, as well as the provision of fast connections between the important administrative-territorial divisions of the country.

The project’s specific objectives are as follows:

  • Increasing operational efficiency of the railway passenger services;
  • Reducing pollution;
  • Increase in comfort on certain routes from the public electrified railway network;
  • Increase in efficiency, accessibility and digitalization of the passenger railway transport.

Expected results of the project:

  • Travel time savings for the passengers;
  • Vehicle operating costs savings, as well as for the passengers, due to modal transfer;
  • Maintenance costs savings, as well as for the National Company for Passenger Railway Transport “CFR Călători”-S.A.
  • Decrease in the number of road accidents caused by passenger transport;
  • Decrease of the greenhouse gas emissions;

The project is financed through the National Plan for Recovery and Resilience, as well as from the state budget, through the budget of the Ministry of Transport and Infrastructure, within the amount approved yearly for this purpose, according to the public investment programs approved according to law, as follows:

  • Support from the European Union – loan/grant – 590,268,000.00 lei;
  • National public contribution – 1,153,362,727.86 lei
  • VAT amount – 331,289,827.00 lei.

The “Modernization of 55 Electric Locomotives for Hauling Passenger Trains, Conversion of 20 Diesel-Hydraulic Shunting Locomotives in Battery-Electric Locomotives and Modernization of 139 Passenger Coaches” investment project shall contribute to fulfilling the milestones and targets set by PNRR, namely signing of the contracts included in the financing contract no. 45/13.12.2023, which was fulfilled at the end of 2023 (milestone), its objective being the modernization of the above-mentioned rolling stock, while the target for this project is represented by 55 electric locomotives for hauling passenger trains, the conversion of 20 diesel-hydraulic shunting locomotives in battery-electric locomotives, as well as the modernization of 139 passenger coaches in operation. The delivery of the rolling stock is estimated for the 2024-2026 period.

On the 19th of December 2023, as beneficiary, the National Company for Passenger Railway Transport “CFR Călători”-S.A. signed the following service provision contracts, included in the “Modernization of 55 Electric Locomotives for Hauling Passenger Trains, Conversion of 20 Diesel-Hydraulic Shunting Locomotives in Battery-Electric Locomotives and Modernization of 139 Passenger Coaches” investment project, from the National Plan for Recovery and Resilience (PNRR), Pylon 1 – Transition Towards a Green Economy, Component C4 – Sustainable Transport, Investment I2 – Railway Rolling Stock.

4. Modernization Services for the Series 2076 Second Class Coach with PRM Facilities and bicycle/ski transport, and Procurement of Maintenance Services for the Modernized Second Class Coach – S.C. ELECTROPUTERE-VFUA. Paşcani

  • Amount for series 2076 second class coach with PRM facilities modernization services – 19,932,000.00 euros without VAT;
  • Amount for modernized coach maintenance – 12,023,550.00 euros without VAT;
  • Number of units: 20 (delivered as series 8470: 6).

Progress of the project:

The first coach with no. 50 53 2076 044-8 was introduced in the repair shop on the 16th of January 2024.

The coaches shall be introduced for modernization in batches, at the provider’s request, in order not to disturb the technological flux.

5. Modernization Services for the Series 2076 Second Class Coach and Procurement of Maintenance Services for the Modernized Second Class Coach – S.C. ELECTROPUTERE-VFUA. Paşcani

  • Amount for series 2076 second class coach modernization services – 21,925,200.00 euros without VAT;
  • Amount for modernized coach maintenance – 13,225,905.00 euros without VAT;

Progress of the project:

The first coach with no. 50 53 1976 009-4 was introduced in the repair shop on the 18th of January 2024.

The coaches shall be introduced for modernization in batches, at the provider’s request, in order not to disturb the technological flux.

The amount for the rolling stock modernization services shall be paid from the National Plan for Recovery and Resilience (PNRR), Pylon 1 – Transition Towards a Green Economy, Component C4 – Sustainable Transport, Investment I2 – Railway Rolling Stock.

The amount for the repair and maintenance services during the modernized rolling stock’s life cycle shall be paid from Public Service Contract concluded by SNTFC “CFR Călători”-S.A. with the Ministry of Transport and Infrastructure, through the Railway Reform Authority (ARF). The Ministry of Transport and Infrastructure coordinates the reforms and investment for Component C4 – Sustainable Transport, from Pylon 1 – Transition Towards a Green Economy of the National Plan for Recovery and Resilience (PNRR).

1. Where can I buy the digital media for „TrenPlus Card” offer and what are the advantages
  • The card-type media can be purchased at the ticket offices, for a fee, based on an application filled in by the passenger and is more durable, rechargeable and valid for 4 years.
  • „TrenPlus Card” offer in digital format will be loaded onto a card-type media. Passengers who want the “TrenPlus Card” offer in digital format, can buy discounted train tickets, under the same commercial conditions as before, namely:
    1. 1directly from the phone, by installing the app “CFR Călători online tickets”
    2. online, from the website www.cfrcalatori, https://bilete.cfrcalatori.ro/
    3. from any CFR Călători ticket office in stations or CFR travel agencies
    4. from ticket vending machines belonging to CFR Călători (Kioșk)
2. How does the card-type media on which the offer „TrenPlus Card” is loaded in digital format look like?


3. If I bought the offer „TrenPlus Card” issued on heat-reactive cardboard, can I switch to the digital version?

Passenger who already have a TrenPlus Card offer in physical format, issued on heat-reactive cardboard, can request to be changed to a digital format and loaded onto a card-type media, while maintaining the validity period.

4. What is the validity period of „ TrenPlus Card” offer in digital format?

„TrenPlus Card” offer in digital format is valid for 1 year, starting from the issue day.

5. How is the digital TrenPlus Card checked on the train by the train staff?

When checking on board, by scanning the QR code, “TrenPlus Card” offer in digital format will be automatically recognized by the mobile device belonging to the train staff. After the scan, the following information will be displayed: validity period, identification data of the passenger, which will be compared with those on the identity document. It will be then checked whether the ticket issued based on the offer is within its validity period.

6. What is the price of the card-type media on which “TrenPlus Card” offer can be loaded in digital format?

The price is 5 lei.

7. What happens if you lose the card or if it is stolen or damaged?

In case of loss/theft or damage to the card-type media on which the “TrenPlus Card” offer is loaded in digital format, the passenger will submit an identity card at the ticket office, fill out an application, and then pay the amount of 5 lei for issuing the new card.
Good to know! When replacing the card-type media, the user data and TrenPlus Card offer are maintained with the same validity from the previous card media.

New! Rechargeable Transport Card for Your Pass

Beginning with July 2023, the passengers buying monthly travel passes – Nelimitat 30, Flexi 5, 10 or 15 and weekly – Nelimitat 7 can also choose to charge them in a digital format, on card support.

1. Where can I obtain a Transport Card from and what are the benefits?

• The Transport Card is issued on the basis of a request form filled by the passenger at the ticket offices from the stations and the CFR Călători travel agencies, only for the purchase of “pass” type tickets with full payment.
• For a passenger owning a Transport Card, issuing the digital passes (charging a pass on the card), as well as paying for the fare differences (train rank difference and/or reservation ticket) shall be done at any ticket office or automatic vending machine belonging to CFR Călători (Kioşk).
• The owners of a Transport Card do not need to fill a request form when recharging the monthly passes (Nelimitat 30), as well as the weekly ones, (Nelimitat 7) with an unlimited number of travels. Attention! The Flexi 5, 10 or 15 monthly passes require fulfilling a request form for every recharge.
• In order to recharge the passes on the card from the kioșk CFR automatic vending machines, the passengers shall specify both the card series, as well as their personal numerical codes, as the system checks the validity of the transport card, as well as the correspondence of the card series – personal numerical code association.
• In case of loss, theft or damage of the Transport Card, it can be replaced by paying the issuing fee. Attention! When replacing the card, all the digital passes which are still valid at that time shall be automatically transferred on the new card.

a. Partial reimbursement (within the validity period of the pass) shall be done at the issuing facility on the basis of a request form fulfilled by the passenger, with the automatic deduction of the respective fees.
b. Full reimbursement, before the first day of validity, can be done at any facility.

4. On board the train, how is the pass checked by the train staff?

• When scanned, the transport cards are automatically recognised by the mobile device of the train staff.
• Following the scan of a transport card loaded with a valid pass, the information regarding the type of the pass, the route, the validity period, as well as the client’s identification data, shall be displayed, data which shall be compared to the ones from the identity document.

5. What is the fee for issuing the Transport Card and what is its’ validity period?

The issuing fee is 5 RON, while the validity period is of 4 years.

6. What are our future goals?

• The possibility of online pass recharging, on the basis of a Transport Card which has already been purchased from the ticket offices.
• Implementing this type of card for pupils and students.
